Job Profile: Head of Payroll & Personnel
Department: HR Operations- Outsourcing Services

Direct Reports:
2 Team Leaders
2 Senior Payroll & Personnel Specialists

1. Role Summary
We are hiring a strong and experienced Head of Payroll & Personnel to lead the full outsourcing operations for both OUTSOURCY. The ideal candidate is a confident leader who can handle large headcount accounts, manage pressure, guide the team, and represent the company professionally with clients.

Key Responsibilities
👉 Team Leadership
Lead and manage a team of 10 members.
Organize workload, distribute accounts, and ensure smooth daily operations.
Build discipline, structure, and clear processes within the team.
Coach and support the team to reach high performance.

👉 Payroll Management
Oversee monthly payroll for multiple clients with large headcount.
Review all payroll elements: overtime, incentives, deductions, taxes.
Ensure accuracy, confidentiality, and full compliance with labor and tax laws.
Coordinate with Finance for salary transfers and reports.

👉 Personnel Operations
Supervise contracts, files, onboarding, exits, and documentation.
Handle attendance, leaves, medical insurance, and HR letters.
Manage investigations, disciplinary actions, and end-of-service settlements.

👉 Social Insurance & Compliance
Manage all social insurance processes (Form 1, 2, 6, monthly payments).
Handle contracting insurance (تأمينات المقاولات).
Ensure full compliance with labor law, social insurance, and tax regulations.
Stay updated on legal changes and guide clients accordingly.

👉 Client Management
Act as the main point of contact for all client issues.
Attend meetings, present reports, and represent the company professionally.
Solve problems quickly and maintain strong relationships with clients.

Required Skills & Experience
+8 years’ experience in Payroll & Personnel, including Min 3 years in leadership.
Strong technical knowledge of Egyptian Labor Law, Social Insurance, Income Tax, and payroll operations.
Experience handling large headcount and multiple accounts.
Very good Excel and payroll system skills.
Strong communication, problem-solving, and client management abilities.
Able to work under pressure and manage a heavy workload.
